As a new user, I find it more complicated than the old Location Guard, which has been disabled by Google - but it does work. After finally figuring it out, I asked Google "where am I?" and it showed me my "fake" location. Then I went to a few sites that are affected by one's location, and they performed how I was hoping. To be clear, I'm using a fake U.S location. Just in a different state. And I'm not trying to use it for Netflix or any kind of streaming.
Works fine first time. Easy setup. No impossible hoops to jump through. I would like to see an array of possible locations that I can manage and then select later.

its not working.. added the desired lat long but still detecting the original location.
This will not work for testing things that use IP address to check your location.
Not sure why there are so many bad ratings. This one completely works for me. And I have verified it using multiple ways to detect your location. If you know what you're doing (hint: if your IP location is set with a broader region rather than with your local region), you will definitely figure this out. BRAVO, developer! I love that this is free. I really wanted to leave a review because the overall ratings do not match up with my own experience. It's good to know that others also have figured it out and left a good rating. To me this is an excellent product. This works well for my professional sports viewing habits.
This isn't the one you are looking for as the other one by the same name works great. Not this one, keep looking
