새탭에 로컬 파일 URL 설정하려면, 크롬-확장프로그램-세부설정 들어가서 '파일 URL에 대한 액세스 허용' 을 사용으로 하면 되네요

I tried setting my new tab page to: chrome-extension://edacconmaakjimmfgnblocblbcdcpbko/session-buddy.html ... and got a "This page has been blocked by Chrome" error.
